5. Mayor’s Report
Tonight, I would like to take the opportunity to look ahead to 2015 and briefly discuss
many of the exciting things on the horizon for Barnegat Township. Clearly, the results
of the recent election reflect a mandate for improved recreation, enhanced public
safety and in general a modern and capable government that is able to meet the
needs of a growing community.
The dye was cast for Barnegat back in the early 1980’s when the state Pinelands
Commission designated Barnegat as a “regional growth zone.” As a result, Barnegat
experienced an explosion of growth up until the recent 2009 recession, but as we
recover from that adverse economic event, construction and growth has once again
increased. While it is sentimental to think of Barnegat as a small quaint village on
Route 9, the reality is that we must plan for a medium to large size township with a
substantial population that has many diverse needs that must be addressed.
I am looking forward to working with my fellow township committee members along
with the Barnegat Board of Education and our partners at the county and state level
with improving upon and expanding on the already high quality of life in Barnegat. I
look forward with great anticipation with developing a much needed and long overdue
recreation plan for our residents along with securing a suitable Town Hall facility fitting
for our proud community, all in a fiscally responsible manner.
2015 will be a year of progress, achievement and accomplishment for Barnegat. It will
be a year of consensus building for all those elected to represent the residents of
Barnegat and that indeed good things can happen when the only priority of the elected
official is the advancement and well-being of Barnegat.

very Happy New Year. Thank you.

6. Committee Reports
E. Taylor – Good evening. My report tonight is pretty much going to be offering my
congratulations to numerous people.
Since I wasn’t at our last township committee meeting, I would like to take this
opportunity to publicly congratulate Committeeman Lisella and John Novak for their
win this past November. It should be an interesting year.
I would also like to thank and congratulate our retiring Township Clerk, Sharon Auer
for her years of service to Barnegat. Sharon has been a tremendous help to me for
the past two years and I’m going to miss her.
Congratulations to Donna Manno on her promotion to Deputy Clerk and Michele
Rivers for her promotion to Township Clerk, I know you will both do a great job.
Next I would like to congratulate Mayor McCabe for her formal acceptance to the
Republican Club.
Now, to Len Morano, the longest seated Democrat in Ocean County. You have
worked extremely hard for Barnegat for the past 18 years, and I for one appreciate all
you have done for us. So thank you, Len, for your dedication to our town. The only
question I have for you Len, are you going to pass your Lone Democrat shirt on to
me?
Finally, I was pleased to see that a few of our current township professionals
submitted bids for next year that were very competitive and lower than others that
were submitted. This includes our current township attorney and our current township
engineer. I hope that this township committee works for the township of Barnegat and
goes with the lower bid in order to save our residents some tax dollars, and is not
swayed by political patronage.
I would like to wish everyone here a blessed holiday and a happy and healthy New
Year.
Al Bille – On the agenda this evening is a land use ordinance regarding a mixed used
development project on State Route 9. A mixed use development reflects both
commercial and residential elements in one project. As stated many times, under
current economic conditions, in order to secure commercial projects, a residential
component must be incorporated into the project to make it financially viable with
lending institutions.
Barnegat has been successful with allowing mixed use development as a spring board
to much needed commercial development. The alternative to mixed use development
is the Township permitting tax abatements and other financial concessions and give
backs which drastically dilute or diminish the financial benefits of low impact
commercial ratables.
Tonight, as we consider this ordinance, I would urge my fellow committee members to
reflect upon the need for additional businesses in Barnegat and with this ordinance we
are realizing that goal without agreeing to fiscal concessions and give backs other
developers have requested.
On a lighter note, I wish all a Merry Christmas and Happy New Year. Please have a
safe and happy holiday season.

M. Lisella – I am pleased to announce tonight that Barnegat Township Police has
been successful with receiving international re-accreditation or renewal from the
Commission on Accreditation for Law Enforcement Agencies organization (CALEA).
Barnegat Police is one of the few departments in the state and in the nation that have
both state and international accreditation. Barnegat Police received state accreditation
initially in 2008 and international accreditation originally in 2011. The renewal of the
accreditation status reflects an ongoing commitment of the department to adhere to
the highest standards and best practices in law enforcement.
As an example of the talent and ability on the Barnegat Township Police Department,
a member of the force recently gave a lecture at Princeton University. Lieutenant Keith
Germain gave a presentation to a public policy class at Princeton University regarding
law enforcement and in particular the use of deadly force, a very relevant topic
considering current events. Congratulations to Keith Germain for such an impressive
achievement. It is a proud accomplishment for Lieutenant Germain as an individual
and for the department as a law enforcement institution.
Finally, Barnegat Police had their fourth (4) Narcan save this weekend by reviving a
young lady early Saturday morning. While we can have a “public policy” debate over
the use of Narcan, the position of Barnegat is that every life has value and all deserve
a second chance. The quick actions of Barnegat Police officers saved another life and
this along with the other recent achievements reflect the high caliber of police officers
working under the leadership of Barnegat Police Chief Art Drexler. We are all proud of
the Barnegat Township Police Department.

over the past eighteen years, I have never had a problem with any of the colleague’s I

7. Administrator’s Report
My best wishes to Donna and Michele, and Good Luck to Sharon in her well-deserved

Frank Pecci – 11 Hemlock Drive: Questioned about development, and developer’s
specifications. Generator will go out to bid. Will we be having another auction for
vehicles? We use GovDeals.com and will announce the next auction of items.
Jake Taylor – 106 Newark Road: Thank you to Len for your service to Barnegat.
Clarified resolutions.
Caroline Pristera – 30 Tara Lane: Thank you to Len. I am concerned about the
condition of homes left vacant and abandoned called zombie homes. I have a list of
this type of homes. Some of these homes have been vacant since 2009, and I have
been working with Code Enforcement on this topic. I suggest we give the mortgage
companies a time line to move properties along, and then fines are issued. Admin:
the Township is exploring options that will help us is this situation.
Ray Leszczak – 116 Redwood Drive: regarding the Rent Leveling Board Ordinance;
will the CPI have changes. Where will residents with concerns file a complaint?
Admin: all issues regarding Rent leveling will still be handled to my attention through
the Clerk’s office. It would help to still have meetings on rent issues.
Naomi Stahl – Ocean-Monmouth Health Alliance: donated no-smoking signs for the
town.
Linda Kropf – 38 Bridgewaters Passage: regarding the foreclosure situation: the state
does give the municipality the ability to adopt an ordinance that will require the
financial institutions to give a single point of contact for abandoned homes. I
encourage the town to pass this ordinance.
Jack Rucker – 3 Gloria Lane: very disappointed that the rent leveling board is
dissolved. I think there should be a public meeting for issues. The issue of cats: The
TNR Program sounds good, but why do people not want cats on their property, the
release of them will not solve that issue.
Morris Flory – 4 Blue Claw Drive: Chairman of EDC, thank you to the committee for
your advice. I would like to highlight EDC accomplishments from 2014, interaction
with the County, contact with State representatives for commercial viability,
conversations with two new builders, developed a work program with proposals for
marketing Barnegat, liaison positions with other boards. If there are any members of
the public that would like to make an impact on Barnegat, please contact us.

Jake Taylor – 106 Newark Road: It’s a fact that we must improve our water and
sewer, but the developer’s that come in should pay their fair share not the other way
around where they reap the profits. Admin: this ordinance has nothing to do with the
water tower on Barnegat Blvd. The Infrastructure East of the parkway needs
improvements to meet the current and future demands. JT: I am glad to hear the
developers are paying their fair share.
